Beginning yesterday’s the first working day of 32nd international conference “CIGRE 2015” passed under the sign of two panel presentations which were dedicated to two actual topics in energy field in Serbia; huge disturbances in electric power system of Serbia caused by huge floods and other bad weather conditions in 2014 and also previous experiences in last 10 years of electric power market liberalisation in Serbia and its future development. During the first panel, causes, effects, taken measures and activities in facilities recovery due to accidents happened in electric power system of Serbia were presented to the participants. On this occasion, experts and specialists were introduced and informed about harmful effects and scope of threat of thermo energy facilities, coal mines, transmission and distribution systems from rush of water, wind storms and very low temperatures followed by ice storm. CE TPP NT presented its experiences in defending facilities from catastrophic floods happened in May 2014, by the film “Lesson for future” made by public relation department at CE TPP NT.

At the conference we showed shorter version of our film which is about floods happened in May in Obrenovac with data of technical aspects and problems which we had and our primarily aim was to stop units at that moment so we could prevent possible breakdowns and damages. Due to this, we insisted on EMS that 400 kV switch should not be switched off at the unit A5 by which we fed with electric current all 6 kV consumers, primarily to ensure operation of the cooling water pumps which were necessary for safety shut down of all units at TPP NT A said Mr Ljubiša Mihailović, Director of energy production at CE TPP NT after this panel presentation has been finished. According to him, this film made a huge impression to all participants where most of them saw very socking scenes form Obrenovac and TPP NT facilities during last year’s floods for the first time.

- All of us, who work at various parts of our electric power system, from coal mines, through thermal power plant to transmission and distribution system, have learned a lesson from this incident. We also identified all existing weaknesses, starting with systematic weaknesses where we could not directly affect, till considering the facts that not just us but the others as well do not have adequate equipment by which we could respond to this kind challenges. Meanwhile, we started to create plans about flood protection, evacuation plans, forming the crises staffs etc. At TPP NT, during last year’s floods we functioned as one crisis staff and now we have formalised those experiences, we have systemised them in paper form and have introduced them in some regular frameworks so we would be prepared if, eventually, some similar incidents happened again, pointed out Director Mihailović and he also emphasised that it is necessary to continue to finish the plans about facilities protection and their repairs from the consequences of flooding.

During the second panel presentation dedicated to previous experiences in last ten years of electric power market liberalisation in Serbia and its future development, current phases of developing this market together with changing the legislative due to their synchronisation with EU regulations were presented. Projects of establishing electric power stock market and further steps into integration in regional and European market were also presented.

According to Mr Aca Marković, there are all conditions that we can play good market game because there are good teams and also good judge, and in this case it is the Energy Agency of Republic of Serbia as independent, regulatory body which has technical, economic and legal capacities and it can very competently to judge the game at the market of electric power, gas, oil and oil products.

Mr Nenad Stefanović representative of Energy Agency of Republic of Serbia, telling about the role and importance of the Agency in the last ten years period and its further developing, pointed out the fact that one of the basic elements why the market liberalisation has been slowed down is lack of fully qualified buyers. On this occasion, he reminded that in Energy Law from 2011 all the second and a part of the third EU legislative package has been implemented in domestic legislative and that, by the new Law from 2014, the deadline for transfer the third package of regulations about inner EU energy market into national legislation has been met. According to him, the basic aims of implementation of the third package are that within integrated EU energy market, and within minimum costs, instigating developing of electric power market liberalisation and also to increase supply security, to achieve sustainable development of energy, to increase energy sector efficiency and to improve environmental protection. In order to fulfil desired aims, it is foreseen stricter separation of grid activities, from production and supplying and availability of the grid capacities, to all participants on the market investments promotions, strengthening the role and independence of regulator, common rules about grid systems, gradually repealing the regulated prices taking care of energy protected buyers as well as about capacity development on the base of renewable energy sources and their integration into grid systems.

During afternoon part of the conference within study committee A2 dedicated to power transformers, one of eleven articles was presented named by “Construction specificity and acceptance test of block transformers 725 MVA, 410/21 kV” signed by Čedomir Ponoćko, Miomir Nikodijević, Ljubiša Mihailović, Predrag Vasić, Branko Pejović and Đorđe Jovanović.

Yesterday was opened a technical exhibition in the lobby at “Palisad” Hotel where more than twenty equipment producers, consulting, scientific research institutions and other organisations, domestic and abroad, presented and showed the newest technical achievements, based on implementation the new materials and technology as well as their possibilities for providing services at energy sector. The exhibition will last till the end of the conference, on May 21st 2015.
